(View the detailed report)

Executive Summary

The Inception Report submitted to the Asian Development Bank in October 2001 highlights the progress of activities and accomplishment of the project for the period of 1 March to 31 August 2001.

The formation of the project research team for the WorldFish Center was done and planning meetings were organized in the nine participating developing member countries (DMCs) of ADB namely, Bangladesh, PR China, India, Indonesia, Malaysia, Philippines, Sri Lanka, Thailand and Vietnam during May to July 2001. The purpose of these national meetings was to form the national project team, discuss the research components and activities, implement arrangements including the Memorandum of Agreement and the other administrative matters.

Five interrelated research components were identified to attain the project objectives. There are:
Component 1 - Profile of Key Aquaculture Technologies and Fishing Practices;
Component 2 - Analysis of Policies, Institutions, Infrastructure and Support Services to Fisheries and Aquaculture;
Component 3 - Socioeconomic Profile of Major Stakeholders (Producers, Consumers, Traders) in Fisheries and Aquaculture;
Component 4 - Analysis of Fish Supply and Demand and Projections; and
Component 5 - National Action Plan

The DMCs with technical guidance from the Center experts reviewed all existing information and available data in their respective countries required for Components 1 and 2. Country reports for these two research components were prepared. Results of the preliminary analysis were presented during the Inception Workshop that was conducted from 21-24 August 2001 in the World Fish Center Headquarters, Penang, Malaysia. The survey questionnaire/instrument that will be used for Component 3 was also discussed as well as the methodologies that will be applied for Component 4. The meeting of the National Project Team Leaders was conducted during the Workshop and workplans for each DMC was finalized.

On-going research activities deal with completion of relevant information and other data for Components 1 and 2 while data collection using surveys or rapid appraisal or both depending on data availability will be done for Component 3. Results from Component 3 will be utilized for analysis and projections of fish supply and demand (Component 4).
