Workshop: International Workshop on Aquatic Resources are more than Managing Fish: The Ecosystem Approach in Inland Fisheries and the Role of Intra-Country Linkages

Background
In collaboration with InWEnt, Germany, the WorldFish Center is organizing an international Workshop titled “ Aquatic resources are more than managing fish: The Ecosystem Approach in Inland Fisheries and Role of Intra-Country Linkages” in Penang during 12-16 January 2004.
The concept of the “ecosystem approach” is central to the implementation of the Convention on Biological Diversity (CBD). The success of the ecosystem approach depends on integration at different levels. One level is the integration of conservation and sustainable use within the limits of ecosystem functioning. Another is the integration of ecological, economic and social objectives into
the management of specific areas. The key to implementing the ecosystem approach is to overcome the conceptual and practical difficulties of making choices that require trade-offs and compromises among different sectors of society. This requires long-term economic and political support and also needs to be supported by short-term economic and social support, particularly for the local stakeholders.
In practice, the equitable sharing of costs and benefits is difficult because conservation measures often impose livelihood costs on the local stakeholders. In developing countries, this difficulty is compounded by the fact that at the public sector level there are multiple agencies from the fisheries, environment and water sectors working at cross-purposes on freshwater systems. Thus, there is a need for an integration of the three sectors for implementing the
ecosystem approach in freshwater systems. There have been many international level consultations on implementing the ecosystem approach in aquatic ecosystems. However, the implementation of the ecosystem approach in fisheries has largely been limited to marine fisheries. This Workshop will deal
with freshwater fisheries and also address the intra-country linkages required for implementing the ecosystem approach.
Objectives of the Workshop
The overall objective of the workshop is to contribute to the sustainability of fresh water fisheries (aquaculture, culture-based fisheries, open water fisheries) through the ecosystem approach.Specifically the workshop would:
1. Analyze areas of intra-country conflicts in terms of realizing the eco-system approach;
2. Identify elements of successful ecosystem based fishery models and trade-offs;
3. Develop concepts of implementation and indicators for success at the country level; and
4. Identify recommendations for coherent actions.
Workshop format
The workshop will have the following four sessions:
Session 1: Status, conflicts, trade-offs.
Session 2: Challenges and policies, science and development.
Session 3: Concept, experiences, insights, ideas and future developments.
Session 4: Final plenary.
Six status papers will be presented during the first two sessions. In the third session, nine case histories will be presented. A Working Group will follow each session. InWent and the WorldFish Center will jointly publish the Proceedings of the workshop.
