Summary: The search for sustainable livelihood approaches to reduce poverty continues to pose a challenge to rural development planners and practitioners. Many fishers and farmers have developed methods of aquaculture that use water-based, natural-capital stocks and which utilize resources available locally. Development agencies have undertaken research and development efforts that build on these initiatives. This resource book is a compilation of 67 field-derived experiences and methods applied in Asia. These were compiled from contributions by 37 practitioners from 12 countries. The examples are grouped into six different chapters: general issues and principles of small-scale aquaculture as it relates to small farmers; emphasis on participatory approaches and extension strategies pertaining to small-scale aquaculture; improved management of aquatic resources by involving the communities and stakeholders; specific aquaculture systems in freshwater, brackish water and marine systems as well as lake and reservoir based fish culture. This book intentionally presents a diversity of perspectives, viewpoints and positions. It is of relevance to a wider range of development practitioners, local government officials and academic institutions.

Summary: ICLARM - The World Fish Center is pleased to present its Operational Plan for 2001. Our aim is to present the full range of ICLARM s research and research-related activities designed to support the conservation and sustainable use of living aquatic resources in developing countries. Our regional focus continues to be in Asia, the region of major producers and consumers of aquatic produce. With more than 70% of its populations living in coastal situations in the archipelagic countries of SE Asia and the Pacific, environmental protection is an important ingredient in sustaining the contribution of aquatic produce to food security and livelihoods for the poor. For this reason ICLARM has deliberate foci for its research in the small island developing states of the Pacific and the Caribbean. ICLARM is also extending its work in Africa, to try and assist the role that aquatic resources, particularly fish production through sustainable aquaculture could play in integrated agricultural development and food security for that continent. Since February of 2000, ICLARM has established its headquarters at Penang in Malaysia and has outreach sites and posted staff in 9 countries: the Philippines, Vietnam, Solomon Islands, Bangladesh, Egypt, Malawi, Cameroon and Jamaica and British Virgin Islands in the Caribbean. The Center conducts collaborative research in a total of 22 countries in these regions and is linked through its research and information networks, collaborators and community of aquatic research scientists and managers to individuals and institutes globally. The freshwater resource system focus remains on pond aquaculture - now broadened to include small water bodies, and has been extended to include river floodplains. ICLARM s traditional areas of research on coral reefs and coastal fisheries are maintained and are being consolidated in a single program. Ethnic tension in the Solomon Islands led to a curtailment of some projects on coastal aquaculture and coastal environments and ICLARM is seeking new sites for its research in the Pacific. Overall the work is conducted under five major programs: The Biodiversity and Genetic Resources Program, the Freshwater Resources Research Program, the Coastal and Marine Resources Research Program, the Policy Research and Impact Assessment Program and the Partnerships, Information and Training Program. The Plan reports ICLARM s portfolio under these headings. In instances where projects are well advanced or have been completed, we report the outcomes of the work under extended current status reports to give our partners and interested readers a flavour of ICLARM s results outputs even before distribution of final reports and publications.

The meeting was attended by aquaculturists, geneticists and conservation specialists from Africa and from international organizations. Following four days of discussions the participants endorsed the Nairobi Declaration on Conservation of Aquatic Biodiversity and use of Genetically Improved and Alien Species for Aquaculture in Africa.

Summary: The 18 papers contained in this volume represent a substantive contribution to the literature on the topic of gender and fisheries. Drawing on work undertaken around the globe, the results described here confirm and extend earlier work and show that contributions to the fisheries sector among different genders are highly differentiated but uniformly substantial. As with many other sectors, however, the size and nature of the contribution of women in particular, is inadequately recognized and there is rarely an equitable distribution to each gender of the benefits that derive from their inputs. Such problems are especially stark for the small-scale fisheries of developing countries where women often bear brunt of poverty that pervades the sector.

Summary: The User Manual of the Fisheries Resource Information System and Tools (FiRST) version 2000 documents the database system that was developed under ADB-RETA 5766. As envisioned, the database system contains extant trawl surveys and generic socioeconomic data, as well as catch and effort statistics. Basic analytical routines such as models to approximate biomasses have also been developed and made an integral part of FiRST. Analytical modules from other software needed for data analyses have been made accessible via the database system. To facilitate the use of these external softwares, modules have been developed to allow the saving of data in the required format.|The database system currently contains data on about 21,000 hauls/stations provided by the eight participating countries together with published data from Singapore, Myanmar and Pakistan. Data access protocols were agreed during the Inception Phase of the project. Countries providing the trawl data grant permission for the release of data provided by that country. The FiRST software has been distributed to the eight DMCs and copies of the software can be requested from the Center.|Substantive retrospective analysis of FiRST extant trawl survey data in the Resource and Socioeconomic Analyses Component of the project provided a better understanding of the biological status of the coastal fishery resources. With the development of this database system, the Center anticipates that FiRST will be extremely useful in providing solid foundations for appropriate strategies and action plans at the national and regional levels.

Summary: This report is grounded on the outcomes of a Research Priority Setting Workshop held in Penang, Malaysia, during May 2002. More than a dozen research planners from the CGIAR Centers participated. There was a conscious effort to allow research managers of the CGIAR system discuss issues relating to the science program, and not just the administrative and logistical functions of the Centers. The outcomes of the workshop provided important building blocks to guide the process of strategic priority setting at the Centers in the future. The report includes a "check list" approach to assist Centers and others implement strategic planning processes. Four major elements or "cornerstones" for managing a successful strategic planning process are elaborated (i.e., process design and management; understanding the external environment; stakeholder involvement; and updating and adapting to changes). The findings of the workshop are germane not just to the Centers themselves but to many of the component elements of the CGIAR.

Summary: Fisheries in developing countries are under intense pressure from increasing human populations, overexploitation of resources and conflicts over access to degraded resources. Who should take the responsibility for managing fisheries? A new governance approach is needed to address the problems facing fishing communities. One promising approach involves an arrangement where management responsibility is shared between the goverment, fishing communities and other stakeholders. This co-management approach will address the problems facing fishing communities which include the following: 1) the risk of exclusion from resources and markets due to globalization, 2) the intense competition for the use of the freshwater and coastal environment leading to reduced resource productivity, 3) the need to reverse the overexploitation and establishment of sustainable management of the living aquatic resources on which the fishing communities rely, and 4) reconciling the immediate needs of the fishing communities with international agreements focussing on the aquatic ecosystem. Studies of various co-management implementation cases have revealed the potentials and benefits of co-management. Potentials for reducing conflicts, enhancing cooperation between communities and goverment and recognising conservation needs have been documented. Scale issues, approaches for reconciling local and global needs and identifying knowledge base for co-management and ways for effective empowerment of local communities for setting management objectives are areas that require further attention.

Summary: National and intergovernmental regulation of fisheries has not prevented many failures of fisheries management around the world. New approaches to improving the environmental sustainability of fisheries have included the certification of fisheries harvested by sustainable means, and the ecolabelling of fish and seafood products from certified fisheries. The intention is to use the power of markets as an incentive to induce more sustainable fisheries. To date, only a relatively small number of fisheries have been certified, and these have been predominantly in developed countries. Critiques from developing countries of ecolabelling, as currently formulated, focus on five general areas: (1) legitimacy and credibility; (2) a mismatch between certification requirements and the reality of tropical small-scale fisheries; (3) potential distortions to existing practices and livelihoods; (4) equity and feasibility; and (5) perceived barriers to trade. This paper reviews these developing country concerns on the basis of already certified fisheries, and on experiences from forestry, aquaculture and the aquarium industry, and also examines precedents and trends in international environmental and trade issues. It suggests that ecolabelling as currently practiced is unlikely to be widely adopted in Asian countries. Certification may have sporadic success in some eco-conscious, or niche, markets but it is unlikely to stimulate global improvement of fisheries management.

The first three papers provide an essential survey of the importance of wetlands, trends affecting their health and propductivity, and priority actions in response. The next three papers focus on the social, institutional, and legal challenges of wetlands management in the country. The final three papers address the problems of assessing and enhancing the value of wetlands.

Summary: In Asia, the fisheries sector is important in terms of food security, livelihoods and foreign exchange earnings. However, as in many parts of the world, there are signs that capture fisheries are fully exploited or overfished. This regional project documents an alarming decline on coastal fishery resources, based on historic research surveys in South and Southeast Asia. Socio-economic analyses and policy reviews highlight the importance of the fisheries sector but also the challenges facing it. Potential interventions to improve fisheries management in the countries are outlined and defined with environmental, socioeconomic and institutional objectives.

Summary: The Bellagio Blueprint for Action on Pacific Sea Turtles is an outcome of the Bellagio Conference on the Conversation and Sustainable Management of Sea Turtles organized jointly by the WorldFish Center and U.S. NOAA Fisheries. During 17-21 November, 2003, a multi-disciplinary group of 25 experts met in Bellagio, Italy to draft an Action Plan on Pacific Sea Turtles. The group recognized the serious state of sea turtle populations in the Pacific and the escalating nature of human threats to the turtles. However, after examining cases of successful sea turtle conservation programs from around the world and reviewing a broad suite of promising policy and management actions in the Pacific, they concluded that actions to save the threatened and endangered species were possible. The Blueprint urges protecting all nesting beaches, reducing turtle take in at-sea and coastal fisheries, stimulating Pan-Pacific policy actions and encouraging the sustainability of the traditional use of sea turtles. In addition to this description of the Blueprint, the experts are developing a full policy brief and other products for wide dissemination.

Successful restoration of the important chambo fisheries demands a careful analysis of the problem and formulation of a strategic plan to implement relevant activities that will result in effective interventions in the fisheries. Summary: As a step to address the problems of coastal fisheries in Asia, the WorldFish Center joined forces with fisheries agencies from eight developing Asian countries (Bangladesh, India, Indonesia, Malaysia, The Philippines, Sri Lanka, Thailand and Vietnam) and the Asian Development Bank, to implement a project entitled ôSustainable Management of Coastal Fish Stocks in Asiaö (also known as the ôTrawlBaseö project). The project was implemented between 1998 and 2001. The main achievements of this partnership were: (a) Development of a database called ôFisheries Resource Information System and Toolsö (FiRST), which contains trawl research survey data and socioeconomic information for selected fisheries, and facilitates its analysis; (b) Evaluation of the extent of resource decline and over-fishing, both biological and economic, in the region; (c) Identification of the measures needed to manage coastal fisheries in the participating countries, resulting in draft strategies and action plans; and (d) Strengthening of national capacity in coastal fisheries assessment, planning and management. The analyses show an alarming decline in coastal fishery resources throughout the region, with biomasses down to 5 - 30% of levels prior to the expansion of fishing. The relative abundance of the larger, more valuable fish has decreased sharply and that there has been a proportionate increase in smaller, less valuable species. The socioeconomic characteristics of the coastal fisheries, including fleet dynamics and cost efficiency has also been documented. These results provide a clear picture of the extent of stock rehabilitation and management required to restore maximum economic value to the fisheries of the region. The project has contributed to increasing awareness of key issues and opportunities in coastal fisheries management at the national and regional levels and illustrated the benefits of collaborative efforts in addressing issues of regional concern. It has also highlighted the need and urgency for concerted action at various levels of the institutional hierarchy to successfully resolve fisheries issues. There is a need to foster regional/national collaboration and cooperation among scientists and institutions involved in assessment and management of coastal fisheries. These gains provide the base (and momentum!) for the effective follow-up actions by the countries and international agencies to sustain the benefits derived from coastal fisheries by developing Asian countries. The directions for follow-up action towards improving the management of coastal fisheries resources presented in this paper were based on the results of a multisec-toral consultation conducted in the region. The main goal of fisheries management suggested is the sustainable utilization of coastal fishery resources in South and Southeast Asia, defined with environmental, socioeconomic and institutional objectives. Eight interventions to achieve these objectives are presented. These are grouped into interventions for implementation by the national fisheries institutions in the respective countries and regional support activities. We also urge that the countries must commit to continuous, long-term capacity building and institu-tional strengthening.

This paper presents the development of a database system, the ôFisheries Resource Information System and Toolsö (FiRST), from a regional collaborative effort between eight countries and the WorldFish Center. The effort has collated about 21 000 hauls/stations from research trawl surveys across the South and Southeast Asian region. FiRST (ver. 2001) was designed as a data management system (to organize, store, retrieve and exchange) for extant trawl surveys. In addition, the database system includes an analytical routine to approximate biomasses and generic socioeco-nomic data, as well as catch and effort statistics for coastal fisheries. Analytical modules from other software needed for data analyses have also been made accessible via the database system. This paper also presents some examples of the utility of retrospective analysis of trawl survey data in establishing resource baselines and improving understanding of the biology and exploitation status of coastal fishery resources. The database system is now an important regional repository of information for management of coastal fish stocks in developing Asian countries. FiRST is envisioned to provide solid foundations for the formulation of appropriate fisheries management strategies and action plans at the national and regional level.

Title: Fisheries impact on the South China Sea large marine ecosystem: a preliminary analysis using spatially-explicit methodology

Summary: A multiple regression model is derived, based on biomass estimates in 16 massbalance food web (Ecopath) models, which explains 68 % of the variation in the data at hand, and shows that the abundance of fish with trophic levels of 3.0 or more in the South China Sea area had declined, by 2000, to less than half its value in 1960. This is worrisome, as this generalizes to the entire region declining trends observed in local areas within the South China Sea. Moreover this estimate is almost surely too conservative, given the method we used. This declining trend is compatible however with the fishing ædown marine food websÆ, reported from well studied parts of the South China Sea, notably the Gulf of Thailand, where the mean trophic levels of landings have declined, indicating gradual replacement in the underlying ecosystems of large, long lived, high-trophic level fishes by small, short-lived, low trophic level species often described as ætrashfishÆ. The only exception to these trends is Brunei, whose offshore oilrigs have led to regulations precluding trawling across much of the shelf, thus in effect creating a marine reserve. We conclude by pointing out that marine reserves are indeed one approach that will have to be used if the present declining trends are to be reversed, along with a rollback of excessive fishing effort.

Summary: The fisheries sector in the Philippines provides a significant contribution to the na-tional economy in terms of income, foreign exchange and employment. In 2000, total fish production was estimated at 2.94 million t, 84% of which was derived from marine capture fisheries. The export of fish and related fishery products amounted to about US$400 million in the same year. Between 1984 and 1997, the fisheries sector contributed between 3.8% to 5.0% of the national GDP and 18.4% to 20.6% of the agricultural GDP in the same period. The fisheries sector also provided employment to about 1 million people in 1997. This paper reviews the Philippine coastal fisheries situation in terms of the status of the marine/coastal environment, resource potential, socioeconomic aspects of the fisheries and management measures to sustain the fishery. It also presents the prob-lems, opportunities and recommendations for sustainable exploitation of coastal fish stocks based on a multi-sectoral workshop under the ôSustainable Management of Coastal Fish Stocks in Asiaö Project in September 2000. We highlighted the following areas that should be addressed in attaining improved fisheries management in the context of the Philippines: (1) maintaining integrity of coastal stocks and habitats; (2) maintaining the integrity of shared stocks; (3) maximizing economic benefits from utilization of resources; (4) promotion of equity in sharing benefits from the utilization of the resources; (5) minimizing conflicts among resource users; and (6) minimizing poverty among small scale fishers.

Summary: With many ponds and high demand for fish, Bangladesh has a high potential for aquaculture . Since the 1980s, there have been many aquaculture extension projects. As a result, pond aquaculture production is estimated to have trebled between approximately 1990 and 2000, and is currently estimated to be in order of 750 000 t per year. This gave an ideal opportunity to understand the impacts of aquaculture extension. This study investigated the practices and performance of farmers about six years after specific extension efforts had ended, in order to gain a better understanding of the sustained practices and benefits achieved by fish farmers from extension. It followed up an earlier project in Kapasia Upazila (subdistrict) in Gazipur District north of the capital Dhaka, where the WorldFish Center with funding from the International Fund for Agricultural Development (IFAD) and the Danish International Development Agency (Danida), had researched on farming systems and had introduced adaptive integrated aquaculture practices. Surveys were undertake to compare the aquaculture systems with baseline and project period data.

Social scientists and economists evaluated the influence of infrastructure development on people's livelihoods, and studied local people's insights related to the planning, construction, and operation of built structures.

Title: Cambodia's aquarian reforms : the emerging challenges for policy and research

Summary: The main objective of the document is to make a modest attempt to highlight the challenges which are emerging with the current phase of Cambodia's aquarian reforms -- the most important component of which is the current transition from fishing lots to community fisheries. The challenges include the realms of institutional and policy reform, local action, innovation and research. We contextualize our effort by commencing with an assessment of the importance of the aquatic resources and by providing a brief historical background to the reforms. This is followed by an examination of the changes in the access and property rights and the system changes which have been brought about as a result of the reform. How some of the transitional changes can be assessed and the manner in which the efforts at community fisheries can be made more economically and socially viable are also addressed. We deal with the complex issue of social identity and the aspirations for creating a new sense of community. The new role of women, the importance of creating networks and closer collaboration with Cambodia's local governance structures and vibrant civil society organisations are also highlighted. The reforms have created new legal realms of local 'micro' ecosystem space and resource governance. But this should not detract from the need for an understanding of the larger 'global' context -- be it in relation to the ecosystem dynamics or governance priorities. We suggest that research and development priorities must be re-oriented to consider ways of dealing with the vast number of new and evolving 'local realities' and yet, link them up contemporaneously to the big 'global picture'. We end with a few recommendations addressed to different actors involved in the process of aquarian reforms. There is a call for a new mission and greater collaboration by research institutions; new methodologies for data collection; greater participation with local governance structures; an exit strategy for aid agencies and the need for setting up a national institute for co-management applications and training.
