About our Management TeamDirector General - Dr. Stephen J. Hall Dr. Stephen J. Hall was appointed Director General of The WorldFish Center in March 2004. He was previously Director of the Australian Institute of Marine Science (AIMS) and was a member of Prime Minister’s Steering Committee on Mapping Australia’s Innovation System from 2003 until 2004. He also served as Director of Lincoln Marine Science Center, Australia, worked in Flinders University as Professor of Marine Biology, and as Section Head (Fish Biology) in the Scottish Office Agriculture Environment and Fisheries Dept, Marine Lab Aberdeen, UK. In January 2005, Dr Hall was awarded the Public Service Medal for outstanding service as Director of the Australian Institute of Marine Science. In 2001, he was awarded a Pew Fellowship in Marine Conservation in recognition of his contributions to fisheries and marine science in Australia. He has published extensively in the scientific and development literature on tropical fisheries and aquaculture. Dr. Hall has a Ph.D. in Marine Ecology and a B.Sc. in Marine Biology and Biochemistry. He is also a Graduate, Australian Institute of Company Directors. s.hall@cgiar.org Deputy Director General, Research Director - Dr. Patrick Dugan Dr. Dugan is responsible for the development of the Center's scientific research strategy and for regional programs across Africa. From 1984, till he joined the Center in 2000, Dr. Dugan was attached to IUCN-The World Conservation Union. During that period he held various positions, the last being the Global Program Director based in Switzerland. Over the course of his career he has worked extensively in Africa, Asia and Latin America at local, national and regional levels. Dr. Dugan has a Ph.D. and B.Sc. in Zoology. p.dugan@cgiar.org Aquaculture and Genetic Improvement - Dr. Malcolm Beveridge Dr. Malcolm Beveridge joined The WorldFish Center as the Discipline Director of the Aquaculture and Genetic Improvement discipline in April 2006. Dr. Beveridge obtained his Ph.D. in Aquatic Ecology from the University of Glasgow, United Kingdom. Dr. Beveridge has more than 25 years research experience in aquatic resources management including aquaculture and fisheries and their impacts, GIS, habitat restoration, limnology and fish ecology cumulating in 150 scientific papers, books and articles. He has 20 years experience of implementing research and capacity building projects with multidisciplinary partners in both tropical and temperate parts of the world. Dr. Beveridge was previously the Director of the Fisheries Research Services Freshwater Laboratory in Scotland. M.Beveridge@cgiar.org Policy, Economics, and Social Science – Dr. Edward Allison Ph.D. in Fisheries Assessment and Management, University of Liverpool (UK). Eddie has spent half his career working on fishery assessment issues, and the other half in rural development, which has given him wide experience working with both natural and social scientists, as well as resource users, managers and other stakeholders. His research and policy advisory work over the last decade has aimed to make development issues more prominent in fisheries and aquaculture policy. Examples of this work include analysis of livelihoods and the dynamics of poverty in African fishing communities, HIV and AIDS in fishing communities, climate change adaptation, and governance of marine and inland fisheries. He came to WorldFish in 2007 from the School of Development Studies, University of East Anglia, in the UK, where he was a senior lecturer in Environment and Development. Before that, he worked for the UK Department for International Development in Malawi. Eddie has published 36 articles in refereed journals, several book chapters, and over fifty reports and policy briefs for government agencies and international development organisations. e.allison@cgiar.org Natural Resource Management - Dr. Neil Andrew Ph.D. in Fisheries Ecology, University of Sydney (Australia). Neil has participated in a wide range of fisheries and ecological research globally, including assessing stocks in shellfish fisheries, rocky reef ecology, fishery observer programs, prawn trawl by-catch, invasion ecology, echinoderm population biology, ecological effects of fishing, stock enhancement, population biology of seaweeds, experimental design and analysis. He is skilled at liaising with community and stakeholder groups to design and execute fisheries research programs, and at translating research outputs into management outcomes. He came to WorldFish from New Zealand’s National Institute of Water and Atmospheric Research in 2005. Neil’s publishing credits include 48 articles in refereed journals, two books as editor and six book chapters, and dozens of refereed reports on New Zealand fisheries. n.andrew@cgiar.org
Donor Relations and Communications - Ms. Fiona Chandler Ms. Fiona Chandler joined the Center in August 2010 as the Director of Donor Relations and Communications. She was previously the Scientific Liaison Officer for the interim Consortium Office (the evolution of the Office of the Alliance of CGIAR Centers). Fiona has more than 17 years experience in the field of public international agricultural research and sustainable development both in developing and developed countries built on private and public sector business experience. Fiona holds a Bachelor of Applied Science in Coastal Management (University of New England) and Masters of Environmental Management and Development (Australian National University) and brings to the position broad experience in resource mobilization, fund raising, partnership development and networking and knowledge management. She also has extensively knowledge of the CGIAR System having previously attached to not only the Consortium (Alliance) but also the system-wide Information, Communication, Technology and Knowledge Management (ICT-KM) Program of the CGIAR, Center for International Forestry Research (CIFOR) and The World Agroforestry Centre. F.Chandler@cgiar.org Corporate Services - Mr. Wayne Rogers Mr. Wayne Rogers joined the Center in Oct. 2007 as Director – Corporate Services. Mr. Rogers obtained his professional qualification at the Chartered Institute of Management Accountants. Mr. Rogers brings to the position a wide range of experience, in both financial and general management areas. He has worked as Chief Financial Officer and Managing Director for several international companies. Mr. Rogers has been a senior executive with excellent financial skills including accounting, treasury and cash management, capital raising, foreign exchange, and tax and relationship management. W.Rogers@cgiar.org IRSS Human Resources - Ms. Susheela Sabaratnam Ms. Susheela was appointed as Head of IRSS Human Resources in Sept. 2007, a joint appointment between WorldFish and IWMI. She is responsible for helping the Center to build HR strategies at various levels and provide leadership support to the IRSS-IWMI HR function. Susheela was formerly from the private sector, and comes with a wealth of experience and success in HR from the software and banking industry. Well qualified, with an MBA, Susheela has excellent insight into HR operations and the development and implementation of strategic HR plans to support organizations such as ours. She is also an active member of the local HR professional body. S.Sabaratnam@cgiar.org Africa - Ms Tabeth Matiza Chiuta Tabeth Chiuta has had 18 years experience with IUCN and GWP (Global Water Partnership) in various positions and has been successful in raising over $33m of donor funds during her time at IUCN as well as managing her internal financial budgets during her various positions. For the past two years, she has been working as a private consultant for WATENN Consultants who specialize in water, environment and natural resources. She developed, launched and managed the implementation of IUCN Regional Office for Southern Africa Field Programs for 4 years. This entailed providing leadership in the development and coordination of all IUCN Regional Offices in Southern Africa field operations in 12 countries and supervising program implementation team comprising of 20 professional and support staff located in a decentralized structure in 5 countries. Asia - Dr. Maripaz Perez Dr. Maripaz L. Perez, a Filipino national who obtained her Ph.D. in Agricultural Economics from the University of the Philippines, was formerly the Undersecretary for Regional Operations of the Department of Science and Technology of the Government of the Philippines. She has held several other government positions, briefly taught at the University of the Philippines in Los Banos and the Technology Management Center in UP Diliman and has also been involved in various research projects and consultancy engagements . She supervised the implementation of the Small Enterprise Technology Upgrading Program (SET-UP) of the Department and the operation of the Science Foundation Unit in charge of the accreditation of science and technology foundations in the Philippines. She has vast institutional experience and wide professional network in Asia. ma.perez@cgiar.org Return to top Cambodia - Mr. Alan Brooks Alan obtained his M.Sc. in Aquaculture and Fisheries Management in 1988 and joined The WorldFish Center as Portfolio Director for South Asia in Jan. 2006. He has international program development experience from almost two decades of working in poverty-sensitive fisheries and aquaculture development in five developing countries (22 years in Thailand, India, Bangladesh, Zambia and Malawi). The wider international experience complements over 10 years senior project management and 2 years monitoring of natural resource portfolio of livelihood projects in Bangladesh. He has considerable long-term project experience in program management and development, project design implementation, monitoring and evaluation, aquaculture production technologies. His current focus is on post disaster response mechanisms and coping strategies for fisheries and aquaculture, cage culture for ethnic minority groups, wetland management approaches and cross cutting issues such as climate change, environmental impact, global trade, gender, socio-economic issues. a.brooks@cgiar.org
Egypt - Dr. Ann Gordon Dr. Gordon joined The WorldFish Center as Regional Economist and Senior Livelihoods Advisor based at WorldFish ’s office in Cairo, Egypt. Dr. Gordon obtained her Ph.D. from Imperial College, London and was a Fulbright scholar at Cornell. She has worked in rural economic development programs since 1982, in consultancy and research, as well as with governments and NGOs. Her experience spans Africa, Latin America and Asia and includes: senior management with the Aga Khan Foundation providing oversight to rural development programs in Africa and Asia; 10 years UK-based work with the Natural Resources Institute, heading a team of economists working on agriculture and fisheries; 3 years in Mauritius covering NRI work in Africa/South Asia; and a secondment to the International Service for National Agricultural Research (CGIAR) in The Hague. a.gordon@cgiar.org Return to top Malawi - Dr. Daniel Jamu Daniel Jamu is an Ecologist with specialization in research and development of aquaculture technologies and productions systems, aquatic and fisheries ecology and modelling of ecological systems. He has wide experience in developing pro-poor sustainable aquaculture technologies and systems in Africa, assessing the linkages between watershed health and fisheries production in freshwater lakes and development of farmer participatory approaches for aquaculture development. Current research activities include assessment of the potential of improved incorporation of fisheries management in water management institutions in the Nile Basin; improving productivity and profitability of small-scale aquaculture and assessment of impacts of fisheries collapse on aquatic biodiversity. d.jamu@cgiar.org Return to top Solomon Islands - Dr. Anne-Maree Schwarz Dr. Anne-Maree Schwarz is a freshwater and marine ecologist with more than 20 years experience as a research scientist in coastal ecosystems. Her research experience includes ecology and management of seagrass, macroalgae and mangrove habitats and their relationships to coastal fisheries. Her work is published in more than 45 publications in refereed journals and numerous reports for government agencies, research institutes and donor organizations. Since 2005 her work at WorldFish has focused on community-based management of small scale fisheries in Solomon Islands including disaster recovery responses of coastal fishing communities. She works closely with the national government to integrate lessons from WorldFish research into national policies and strategies. a.schwarz@cgiar.org Return to top Zambia - Dr. Simon Heck Dr. Simon Heck is a social scientist specializing in institutional and policy analysis. He has coordinated research programs and worked directly with policy makers in policy and strategy formulation in Africa. His research experience includes livelihoods analysis, food security, national reforms, and regional cooperation in the natural resources and food economy sectors. He has worked on fisheries and aquaculture in Africa with the UK Department for International Development and IUCN – The World Conservation Union before joining WorldFish in 2003. At WorldFish, he has helped to build partnerships with regional research networks and regional economic communities in Africa and has initiated collaborative research work on fisheries and human development.
