This commodity and product identification research was undertaken in the context of the CGIAR Research Program on Aquatic Agricultural Systems (AAS). AAS seeks to reduce poverty and improve food security for the millions of small-scale fishers and farmers who depend on the world’s floodplains, deltas and coasts. The objective of this research is to strengthen the capacity of AAS to undertake value chain studies with high potential impact on smallholders.

WorldFish Incubator bridges the gap between scientific research and business by supporting investment in sustainable small- and medium-sized aquaculture enterprises in Africa, Asia and the Pacific. By building opportunities for growth, WorldFish Incubator connects small-scale aquaculture enterprises in Africa, Asia and the Pacific with investors seeking scalable, high-impact, bottom-line investments in aquaculture.

In this article, the authors examine the upgrading trajectories of selected aquaculture value chains in four Asian countries and the links between upgrading and three factors of value chain governance: coordination mechanisms; types of drivers; and domestic regulation. We find instances of improving products, processes, and value chain coordination—while “moving up” the value chain is rare.
