The Association of Southeast Asian Nations (ASEAN) under Indonesia’s Chairmanship in 2023 had committed to developing the ASEAN Blue Economy Framework as the concrete follow-up of the ASEAN Leaders' Declaration on Blue Economy adopted at the 38th ASEAN Summit in 2021. It would furtherly affirm, amongst others, ASEAN's commitment to taking the lead on regional cooperation concerning the Blue Economy, focused on value creation, inclusiveness, and sustainability as the main elements of the Blue Economy.

Against this backdrop, the Multi-Stakeholder Dialogue on the Development of the ASEAN Blue Economy Framework organized by the Ministry of National Development Planning (Bappenas) of the Republic of Indonesia supported by the Economic Research Institute for ASEAN and East Asia (ERIA) to facilitate policy discourse involving relevant Government, Sectoral Bodies, academia, industries, and CSOs to share national and regional best practices and a showcase of the Blue Economy Framework.
